RDB has Terminated the operating Licence for inzozi Lotto Ltd

RDB Terminates  of inzozi lotto operations(carousel ltd) Licence

 Kigali 02 October , 2025| the Rwanda Development board (RDB), through the national lottery and Gambling commission(NLGC), hereby notifies the public that the license of Inzozi lotto(carouse Ltd) to operate the national Lottery has been terminated for failure to meet its contractual and regulatory obligations. effective immediately, Inzozi Lotto is no longer authorized to operate  the national lottery in Rwanda.

the RDB advice all clients and players who still hold outstanding winning that the claims process  remains  the responsible for settling all valid claims. this process will take place under the supervision of RDB/NLGC  in order to ensure fairness' and compliance.

RDB notice public that will launch a competitive process to identify a new operator/operators for the national lottery. this procedure's will be under the guidelines of a framework that ensures transparency ,accountability, and the safeguarding of the rwandans and  public interest.

RDB also continue to reminds all firms operating in the gambling industry that they must strictly comply with government applicable laws and regulations.

infact,the rwanda gambling policy has a main objective of striking a delicate balance among mitigating its associated social riska and harnessing the potential economic interest of a rapidly growing of gambling sector in country so as economic, technology growth and development.

the gambling sector has made great  better influence in Rwanda economy  by the following highlighted positive impact:

1. enhance sport development
2. promote employment especially for youth
3. improvement of social welfare and wellbeing 
4. gambling work as tool for achieving favourable balance of trade through attracting foreign investors to invest in local financial sector

despite the positive impact, the rapid expansion has social challenges which any time causing misery, these includes:  

• mental health disorder
• financial indiscipline
• economic depression as financial performance trends dawnfall
• compliance and regulatory challenges as like today event

the gambling sector in Rwanda is governed by the main Law N° 58/2011 of 31/12/2011, by which regulates gambling daily operations. This law implement  the process  for licensing, monitoring, and regulating various categories of gambling available in the Rwandan market, including popular gambling games as: lotteries, casino games, slot machines, sports betting, and internet gaming.

 as belong in The Rwanda Gambling rules that  shows  a well-rounded framework with main purpose of  regulating the gambling sector to maximise economic benefits while safeguarding social welfare. this enables government to eliminate illegal activities and to ensure the security and protection of vulnerable citizens.

Looking ahead, by 2027 the cooperation of artificial intelligence and block-chain technologies will make better and real  time consuming gambling activities and in this time there is no higher gambling addiction rate as one of key os sustainable development.
